I face this problem when I want to login moodle 1.9.9 using IE8. How to solve this problem: 1. Login using firefox mozilla. 2. Click security and click HTTP security 3. Unthick Regenerate session id during login. 4. Make sure click save changes button. I try twice, all are successfull
